As the story of Super continues, we learn more about the hierarchy among the Gods and how it works. The hierarchy is similar to a military set up where there are multiple overseers and higher-ups, that each one has to report to regarding their universe. They are not greatly elaborated on but with the information that has been provided via episodes and manga publication, it is confirmed that they are strong enough to defeat Frieza Pre Super in a single blow.

Lack of data places them just above the Old Kia until more details are revealed. Like his fellow supreme Kai, Shin is the serving overseer for Universe 7 and is quite strong as well. He is among the Supremes, which means that he is strong enough to defeat Frieza, before the events of Super, with a single blow. The Shinjin race that Kais come from all originate from the fruit of a tree.

This tree, called a "Kaiju," which means "World Tree," are gigantic trees that populate the planet of Kaishin. In addition to their imposing stature, these trees have magical properties which allow them to grow apple-shaped fruit that develop into Shinjin.

Because of this, Kais do not have parents or a family lineage, but instead grow from these life-bearing trees. Those who are born from a golden Kaiju fruit are automatically granted the rank of Supreme Kai.

These fruits are rare, making the Supreme Kai a more selective group. Kais can still be granted this title, but this golden fruit acts as a birth right for the Supreme Kai. Although Kais possess godly abilities and great control over their respective realms, they can still die, which is why Shinjin draw lots to determine who will take on this role. However, based on the plotlines in Dragon Ball involving King Kai, this concept seems to have created a plot hole in deciding a Kai's successor.

In the Cell-saga, Cell begins to self-destruct after Goku beats him in a fight. Despite his death — an event that should have introduced a new Kai into the show to take his place — King Kai remains in charge of the North Area with a halo over his head. This isn't a new concept since Goku himself still remains a prominent character after these events, but it does raise some questions about how death really affects the Kais. In Dragon Ball, the afterlife is a realm called Other World.

Not only is this the place where people go when they die, but it is also where the Kais reside. Heaven and Hell still exist here, but there is also a space in between these two. All five of the Kais are native to the Other World.

While the Kais have jurisdiction over certain parts of the universe, they do not control events in the Other world. That responsibility falls to the celestial bureaucracy comprised of Ogres, who dictate where souls go when they die. Whoever wins will be given the opportunity to train with the Grand Kai. For example, you have a martial arts master who is a pervert Master Roshi , a scary goblin-looking Namekian who is innately peaceful Dende , and a loving king who chooses to dress like a teenager the above-mentioned, Grand Kai.

In summary, it makes sense that there are a lot of Kais, as they all add something different to the story. He assumes the role of Goku's mentor. This mentorship, coupled with bad jokes and cool telepathy, makes for an awesome character who has much to contribute to the storyline in terms of humor and wisdom. His immaturity also mirrors that of the other Kais, perfectly complimenting Dragon Ball 's slapstick humor. West Kai's immature jibes at the expense of North Kai and his antagonism towards Goku also make for good humor and a healthy amount of protagonist-aimed hostility.

It's also worth mentioning the character Chronoa , who is the Supreme Kai of Time a deity that can manipulate time. He is an intelligent and skilled character; Goku notably says that he may one day reach the strength of Beerus.
